Joe Santoro and his wife Jeannie have lived in Glendora since 1994. During his professional career Joe served as the Academic Dean at Rio Hondo College Department of Public Service, Chief of Police and Deputy City Manager for the City of Monrovia, and he held the ranks of Captain, Lieutenant, Sergeant and Officer for the Monterey Park Police Department.
He is a graduate of USC with a Masters Degree in Public Administration and a Specialized Graduate Certificate in Labor Management Relations. He has a Bachelors Degree in Criminal Justice Administration from Cal State LA and is a graduate of the California Commission on Peace Officers Standards and Training Command College, FBI Law Enforcement Executive Development Program, and University of Southern California Executive Development Program.
In 2006, in an effort to preserve the Foothills, Joe led the fight as Chairman of the Citizens Committee to Protect Glendora “Vote NO on Measure A Campaign” to defeat a well financed, out of state developer with plans to tear up and destroy our foothills and historic country club golf course.
He was a Founding Board member of the Boys and Girls Club of the Foothills and former Board member of the Foothills YMCA, Monrovia Unity Center for the Homeless, Monterey Park Boys and Girls Club, Pacific Clinics, Asia Pacific Family Center and Mental Illness / Law Enforcement Systems Partnership (MILES).
He was also a member of the California Commission on the Future of California Courts, Little Hoover Commission Advisory Committee on Youth Violence, California Attorney General and Superintendent of Public Instruction Safe Schools Task Force, Foothill Regional Helicopter Air Support Joint Powers Authority and LA County Police Chiefs' Association.
